steering

i have a slight scratching noise when turning the steering wheel, it only happpens when i turn whilst taking off at low speed, this happens when steering both ways.
there is no noise when driving above 10mph and the noise seems to be coming from inside the cabin?
i have checked the wheel arches and there seems to be no problems.
